Entering Rwanda takes one Kigali distributor who already sells into Goma and Bukavu, a Rwanda FDA authorisation or RSB release order for regulated goods, and a delivered-Kigali price quoted in dollars.
Fourteen million people is the wrong number for Rwanda, and it is the reason most exporters skip this market. The right number adds Goma and Bukavu: around five million people across the border in eastern Congo, supplied through Rwanda because that is the route that works. Rwanda is not a market of fourteen million.
It is a distribution position. This guide covers what we check before recommending it to a manufacturer looking for a distributor.
Why Rwanda
The DRC is Rwanda's largest export destination, and most of what goes is re-export: imported into Kigali, sold on across the border. A Kigali partner who already works that trade sells your container into two markets.
Add a regulator that works honestly and quickly, and a single city that holds the market, and Rwanda becomes one of the most efficient places in East and Central Africa to establish a product.
Where the money is coming from
The economy grew 10 percent in the first quarter of 2026. Mining and quarrying up 20 percent, manufacturing 15, construction 11. Rwanda registered 2.62 billion dollars of investment in 2025, across 799 projects.
Kigali is a building site, and a building site is wages. Wages are households, and households restock every week. That is your demand, and none of it requires winning a tender.
Who you actually sell to
Rwanda is the one country where a single partner can genuinely cover it all. Kigali is the market.
FMCG and food distributors
National Distributors Rwanda is the biggest FMCG house, carrying Unilever, Danone, Johnson and Johnson and GSK. Prodi imports and distributes food and drink, Ferrero among them. Honest General Enterprises supplies about 180 supermarkets, 200 retail shops and 60 hotels and restaurants.
Retail
Real but small. Simba, Sawa Citi and BIG are the chains people name. Volume still sits with the wholesaler and the neighbourhood shop.
The question to ask first
Does this distributor already cross into Goma and Bukavu? If yes, your market grows on the same container.
| Company | Sector | Detail from the guide |
|---|---|---|
| National Distributors Rwanda | FMCG | Biggest FMCG house; carries Unilever, Danone, Johnson and Johnson and GSK |
| Prodi | Food and drink | Imports and distributes food and drink, Ferrero among them |
| Honest General Enterprises | Wholesale supply | Supplies about 180 supermarkets, 200 retail shops and 60 hotels and restaurants |
| Simba, Sawa Citi, BIG | Retail chains | Real but small; volume sits with the wholesaler and the neighbourhood shop |
Before you quote
Rwanda regulates properly, and the paperwork is honest. That is rarer than it sounds.
Rwanda FDA
Food, medicated cosmetics, household chemicals and medical devices need a Rwanda FDA import authorisation, applied for online.
Rwanda Standards Board
Anything touching health, safety or the environment needs an RSB release order before customs will clear it. Your distributor holds these, not you.
Speed
A company registers here in about six hours, online, for under fifty dollars. If you later want your own presence, the step is small.
| Body | Covers | Note |
|---|---|---|
| Rwanda FDA | Food, medicated cosmetics, household chemicals, medical devices | Import authorisation, applied for online |
| Rwanda Standards Board | Anything touching health, safety or the environment | Release order needed before customs clears; your distributor holds it |
Getting paid and landed cost
Currency. The franc has had a hard run, down about 16 percent in one recent year, though pressure has eased and the central bank expects a steadier 2026. Quote in dollars.
Logistics. Rwanda is landlocked. Mombasa to Kigali runs seven to ten days, and the Dar es Salaam route is usually cheaper, which is why Tanzania is already Rwanda's second largest supplier. Quote delivered Kigali, not free on board somewhere your buyer has never seen.
What to ask before you sign
- Do you already sell into Goma and Bukavu? Ask for volumes and customers. If yes, your market grows on the same container.
- Which Rwanda FDA authorisations and RSB release orders do you already hold? A partner who files these routinely saves weeks.
- Which brands do you carry, and may we speak to two of them? Kigali's leading houses carry international principals; their experience with the distributor is the best reference you can get.
- Will you buy on a delivered Kigali price in dollars? Agree the basis before you talk volume, and write cross-border volume separately from the Rwanda exclusive.
The mistakes that cost exporters their first year
- Skipping Rwanda on population alone and missing the eastern Congo trade behind it.
- Signing a distributor without asking what they already move into Goma and Bukavu.
- Quoting FOB at a port your buyer has never used instead of a delivered Kigali price.
- Shipping health or safety related goods before the RSB release order or Rwanda FDA authorisation is in place.
- Leaving cross-border volume undefined in the agreement, then arguing about it later.
How MRX supports Rwanda entry
MRX runs market entry for exporters across Sub-Saharan Africa, with ground teams in the region and delivery managed from Athens and Zambia. For Rwanda we confirm the FDA and RSB path for your product, build a delivered Kigali price, shortlist and vet Kigali importers, with the ones who actually pay marked, and support negotiation through to first orders. The first move: one Kigali distributor, the Congo trade discussed before price, exclusivity for Rwanda, and cross-border volume written down separately so nobody argues later.
Entry steps
- Confirm the FDA and RSB path for your product.
- Build a delivered Kigali price.
- Shortlist and vet Kigali importers.
- Appoint one Kigali distributor with exclusivity for Rwanda, and write cross-border volume down separately.
Frequently asked questions
Is Rwanda too small a market for exporters?
Not when you count the re-export trade. Around five million people in Goma and Bukavu in eastern Congo are supplied through Rwanda, and the DRC is Rwanda's largest export destination. Rwanda works as a distribution position, not only a market of fourteen million.
Can one distributor cover Rwanda?
Yes. Rwanda is one of the few African markets where a single Kigali partner can genuinely cover the country. Ask whether they already sell into Goma and Bukavu.
What approvals are needed to import into Rwanda?
Food, medicated cosmetics, household chemicals and medical devices need a Rwanda FDA import authorisation, applied for online. Goods touching health, safety or the environment need a Rwanda Standards Board release order. Your distributor normally holds these.
How should exporters price for Rwanda?
Quote in dollars and on a delivered Kigali basis. Rwanda is landlocked; Mombasa to Kigali runs seven to ten days and the Dar es Salaam route is usually cheaper.
How fast can a company register in Rwanda?
About six hours, online, for under fifty dollars. If you later want your own presence, the step is small.
